The Pflugerville Animal Control (PAC) Division proactively enforces the City of Pflugerville's nuisance and animal ordinances. The Pflugerville Animal Control (PAC) Division also enforces Health and Safety Code (sections 821, 822, 823, 825, 826 and 828).

The shelter is located at 1600 Waterbrook Drive. Persons wishing to visit the shelter may do so between 8am - 4pm, Monday-Friday. Visitors shall check in at the PAC offices located at the shelter prior to accessing the animals.  It is preferable that visitors schedule an appointment with the Pflugerville Animal Control Staff via phone at 990-PETS to ensure that staff will be available to assist. Visitors must be in the company of a member of the PAC Staff, a Pflugerville Police Department Officer, or a PAC Volunteer at all times while at the facility for safety purposes.

City Ordinance 90 states that an animal must be either confined to their yard or under the control of their owner on a leash.  Any animal found to be running at large will be picked up by the Pflugerville Animal Control (PAC) Division Officers and placed in the Pflugerville Animal Control Shelter. Attempts will be made to contact the owner if known. If the known owner does not respond after five days, a certified letter is sent to the last known address advising the owner that their animal is impounded and the fine total. If the owner fails to respond with in five days of receipt of the certified letter, the animal becomes property of the City of Pflugerville.

All other animals that are impounded, that do not have a known owner are placed up for adoption or are available to rescue groups after the fifth business day (excluding weekends and holidays) of impoundment. Citizens may contact the Pflugerville Animal Control (PAC) Division daily to check on a lost or missing animal. Citizens are encouraged to call often to confirm if their missing or lost animal has been impounded.

Animals over the age of four months must be vaccinated for rabies. If an owner fails to vaccinate their animal then they may receive a citation for violation of City Ordinance. Animals that bite a person must be maintained in rabies quarantine facility for 240 hours to monitor for the possibility of rabies. The Pflugerville Animal Control Shelter is a rabies quarantine/observation facility. After the 240th hour of quarantine, then the animal may be released.

Animals who are repeat biters or attackers may be considered a vicious animal by Health and Safety Code and City Ordinance. Once deemed a vicious animal then the owner must confine the animal to an approved cage or yard. Only the Pflugerville Animal Control (PAC) Division may approve the confinement area. Owners may also have to obtain liability insurance on the animal to meet State requirements.

If you have an animal complaint, an animal bite or scratch, or see an animal loose contact the Pflugerville Animal Control (PAC) Division at 990-PETS or contact the Pflugerville Police Department at 251-4004. 


Other Services performed by PAC:
The Pflugerville Animal Control (PAC) Division also actively enforces State laws regarding animal cruelty and animal neglect or abuse. If you suspect animal cruelty contact the Pflugerville Animal Control (PAC) Division and an Animal Control Officer will be sent to investigate.

PAC Division also deals with rodents, snakes, opossums, raccoons, skunks or any other type of animal a citizen might encounter. Humane traps are set up at a homeowner's request in order to capture nuisance animals.
