City Government
The City of Pflugerville was originally incorporated in 1965 and adopted a Home Rule Charter  form of government in November of 1993. The provisions in this charter were set forth:
  • To provide for the future progress of the City
  • Establish and maintain a system of self-government based on sound fiscal and operational methods
  • Ensure equal protection and treatment of all persons
  • Secure fully the benefits of our location and environment

The Home Rule Charter provides for a City Council-Manager form of government, consisting of a Mayor and Council members, elected by the people and responsible to the people.
 
The City Manager is appointed by and responsible to the Council for proper administration of the City. The elected Mayor and Council members are subject only to the limitations imposed by the state constitution, applicable state statutes, and the City’s home rule charter.   All powers of the City lie in the elected Mayor and Council members, who have the responsibilities to institute local legislation, adopt budgets, and determine policies.
 
The power of the City government is exercised as prescribed by the City’s home rule charter or, if not addressed in the Charter, as set out by the Code of Ordinances adopted according to the charter's policies amd guidelines.

While the City Council of Pflugerville is the governing body of the municipality, several boards, commissions, and committees have been appointed by the City Council to carry out the goals and directives of the citizens and the council.
